The Emissions Trading Registry takes care of the recording, possession, transfer, cancellation, deletion and retirement of EU emission allowances and the Kyoto Protocol units. In 2012, the entire EU zone switched from separate, interlinked national registries to one consistent Union Registry.
The registry comprises respective sections of different countries. The Energy Authority is the national administrator of the Finnish section. The tasks of the national administrator are to perform administrative tasks related to opening accounts and changing representatives, free allocation, and registry-related guidance and communication.
All operators must have an operator holding account for all installations with an emission permit. Likewise, all aircraft operators included in the emissions trading must have their own holding account in the union registry. In addition, the union registry has verifier accounts and a range of voluntary accounts for trading.
